Terms of Service
Revision 2026-09-11
1. About the service
PapaNumbers is a research project: the registry of humanity, with questions, game points and time capsules. The service is provided by Dmitrii Bazhin, the operator of the service and the owner of the papanumbers.com website. By using the service you agree to these terms.
These terms are an agreement between you and the operator. The Russian and English versions are equally authentic; for users in Russia the Russian version prevails in case of divergence.
2. Account and number
Your Human Number is claimed once and cannot be transferred. Deleting an account does not release the number. You are responsible for keeping access to your account and for the accuracy of the birth date used to compute the number. You can claim a number from the age of 18; by claiming a number you confirm that you are at least 18. You can preview your place in the registry without claiming a number — the preview creates no account and no obligations.
By claiming a number you separately consent to its publication in the registry — the procedure and withdrawal are described in the Privacy Policy (Section 3).
You can sign in with an e-mail address or via Telegram. An account without a confirmed e-mail address is limited; the procedure and time limits are in the Privacy Policy (Section 10).
One person — one account. Creating additional accounts, including to accumulate points or to bypass restrictions, is prohibited.
3. Content and conduct
Answers to questions are anonymous as described in the Privacy Policy (Section 5); stakes are linked to your account. Proposed questions are published without public attribution to their author. Harassment, incitement to hatred, spam and attempts to de-anonymize other participants are prohibited. We may hide content that breaks these rules. Automated access to the service (bots, bulk collection of registry data) and circumventing rate limits are also prohibited.
Registry questions are an editorial choice. A submission may be declined; a human makes the decision, and you will see the reason in your account. We do not publish questions about the death or health of specific individuals, about military action involving Russia, or about Russian elections.
4. Your content
The content you create remains yours; below is what rights you grant us for each type and what happens after your account is deleted.
Proposed questions. By submitting a question you grant us, free of charge, permission to publish it as a registry question — without attribution, for the full term of any rights in the text, worldwide and irrevocably; the editors may change the wording. A published question stays in the registry after your account is deleted, with no link to you.
Time capsules. You grant us the right to store a capsule and deliver it to the addressee at the set time; we do not publish capsules addressed to yourself or to another person. A sealed capsule addressed to another person will be delivered at the set time even after your account is deleted — its link to your account is erased, and we do not alter the capsule's content. A delivered capsule remains with its recipient. Drafts and capsules addressed to yourself are deleted when your account is deleted.
Chat messages and comments on questions. By posting them you allow us, free of charge, to display them to other participants within the service for as long as they are stored. How they are signed and how long they are kept is described in Section 7 and in the Privacy Policy (Section 7); when you delete a message, a comment or your account, they are deleted entirely (Privacy Policy, Sections 7 and 10).
Letters to other members. A registry member may send a letter (capsule) to another member using that member's number only. The Service delivers the letter to the recipient's e-mail address without disclosing the address to the sender. The recipient sees the beginning of the sender's number; the full number — only if the sender chose to show it. Every letter is reviewed by a human moderator before delivery. The recipient may at any time disable letters from other members in the settings, block a sender, and report a letter.
You confirm that your content does not violate the law or the rights of others.
5. Game points
Points are the service's game unit. They are earned through participation and spent under the service's rules: for example, on stakes on question outcomes and feature unlocks.
Points are not money, property, or a property right. They have no monetary value and cannot be bought, sold, withdrawn, exchanged, or transferred to other participants.
We may change the rules for earning and spending points, limit their validity, and reset them to zero if these terms are violated. Points create no monetary or property obligations on our side; their change or expiry is not a loss.
A point stake is a game mechanic. The service is not a bookmaker or an operator of gambling or betting: we do not accept stakes of money or other property and pay out no winnings that have monetary value.
6. User questions
A question is accepted for publication if it has a yes/no answer or options, its outcome can be established from an open source, and it resolves within 90 days. Questions on topics prohibited by Sections 3 and 7 are not published. Identical questions are merged: we publish the most frequent ones; if your question is merged into a published one, it counts as published and the fee is consumed as on publication. The publication fee is internal points with no monetary value; it is returned in full if the question is rejected or withdrawn.
If three of your submissions within 30 days are declined as violating the prohibitions or as spam, submitting questions is closed for you for 30 days.
7. Chat and comments
The chat is available to participants with a claimed number. By sending a message you agree to these rules.
Prohibited: insults and harassment, threats, incitement to hatred, publishing other people's personal data, spam and advertising, as well as anything prohibited by law.
We may hide or delete a message and restrict access to the chat without prior warning. A human makes the decision.
There are limits on how often you can send messages. We do not guarantee that messages will be preserved and may discontinue the chat.
Game points are not connected to the chat and have no monetary value.
How messages are signed and how long they are kept is described in the Privacy Policy (Section 7). Your registry number is shown next to your signature only with your separate consent (Privacy Policy, Section 3).
The rules of this section also apply to comments on questions.
8. Disclaimer and liability
We do not promise that the service will operate without errors or interruptions. Answer distributions and odds are informational only and are not advice or an offer to place a bet anywhere. We are not liable for decisions made based on the service's data. To the extent permitted by applicable law, our total liability is limited to the amount you paid to use the service; the service is free of charge. These limitations do not apply to intentional breach or gross negligence, or where the law of your country of residence does not allow liability to be limited.
9. Changes to these terms
We may update these terms when required by law, by changes to the service's features, for security or to protect participants. We will announce material changes at least 14 days before they take effect — on this page and, for account holders, also by email. By continuing to use the service after the effective date you accept the new version; if you do not agree, stop using the service and delete your account. The date of the current version is shown at the top of this page; previous versions are available on request at legal@papanumbers.com.
Replacing the person providing the service (the operator) is a material change: we will give at least 30 days' notice via the same channels. The agreement will continue with the new operator; consents that the law requires to be given again we will ask you to confirm. If you do not agree with the transfer, you may delete your account before its date.
Service notifications are part of the service; optional mailings require separate consent (Privacy Policy, Section 4).
The revision of 2026-09-11 was published with notice by email. The one-account rule (Section 2), the restriction on submitting questions (Section 6) and Sections 11 and 12 apply from 2026-09-25; the other changes in this revision clarify the previous one and apply from the date of publication.
10. Moderation and complaints
You can report a message, comment, question or letter with the report button next to it, where available, or by e-mail to legal@papanumbers.com — say where the content is and why you believe it is illegal or breaks these terms. Reports are reviewed by a human.
We may use automated tools to sort and merge submissions and to protect against spam, but decisions to publish, decline, hide or remove content and to restrict access are made by a human.
If we hide or remove your content or restrict your access, we will tell you the reason and the rule the decision is based on, unless the law prohibits this. If you disagree with a decision, write to legal@papanumbers.com within six months — a human will review it.
11. Restriction and termination
You may stop using the service and delete your account in the settings at any time; the deletion procedure is in the Privacy Policy (Section 10).
We may restrict features, suspend or close an account for a serious or repeated breach of these terms, for creating additional accounts, for automated access, or where required by law. A human makes the decision, and we will tell you the reason (Section 10). When an account is closed, its points are cancelled; your content is handled as on account deletion (Section 4).
We may discontinue the service or individual features with at least 30 days' notice. In that case we will give you the opportunity to export your data, including capsules, in advance; we cannot guarantee delivery of capsules whose delivery date falls after the service is discontinued.
12. Governing law and disputes
These terms are governed by the law of the Russian Federation. If you use the service as a consumer, this does not deprive you of the protection afforded by the mandatory rules of your country of residence or of the right to bring proceedings in the courts of your place of residence.
Before going to court, please write to us at legal@papanumbers.com — we will reply within 30 days. This is not a mandatory precondition for going to court.
13. Contact
For questions about these terms, complaints and claims — legal@papanumbers.com, in Russian or English. This address is the single point of contact for participants and for public authorities, including authorities of the European Union. The EU representative for personal data matters is named in the Privacy Policy (Section 1).
